yes sir, large scale farmers shud be taxed as you said. it will increase the tax revenue of govt. and it will curb creation black money and binami assets.i think a flat rate of tax of 10-12% can be charged on the profits of agri production on large farmers with 10 or more acres of land.

Strong Political will and thinking over regional and state level politics is needed for the river interlinking project to succeed. In our country, some parts face floods almost every year and some parts face drought almost every year. Both floods as well as drought are damaging economy. State Governments want to control the river water flowing from their state to other state. There should be a policy at National level and all states should follow it. But this is extremely difficult.

Not only water grid, electric power grid is also required on National level. Theft of power and water by states as well as individuals should be seriously dealt with. In some parts of the country, power is wasted and some parts are in dark owing to power shortage. If you want "Make in India" to happen, sufficient Power and Water should be made available in all parts of the Country.

A few years ago, Mr. P. Chidambaram had promised that a Water purification plant would be set up in Tamil Nadu. This plant would convert sea water in to drinking water. Does anybody have any idea whether any such plant has been setup (or being setup) in Tamil Nadu?

How would you define if a farmer is making profit or not ? In TN sparing very few areas most of it is drought hit & the farmer is unable to even earn back the principal amount he spent ... E.g: In my village many farmers have mango groves more than 10acres, the earning they make is peanuts. Taxation on agriculture/farming is a very very complex procedure to the best of my knowledge. If at all it has to be implemented, the govt has to do a very big survey, district wise in each states considering all the facts & then go ahead, which is a humungous task indeed ...

large farmers may be taxed on the basis of their land holding say if one holds land more than 20 acres he can be taxed 500 per acre p.a.

Tax is only on profit. So why worry that it will hurt people that don't make profit.

ssgeethan asked "How would you define if a farmer is making profit or not ?". He is right. The income tax officer can always say that you are making profit and you are hiding it. Since you have 10 acres land and the land is not barren, you have mango trees on it, how would you prove to the tax man that you are not making any profit from the sale of mangoes? Mangoes are in demand in India as well as abroad. Bu there are other factors like bad weather, unseasonal rains, pest, floods, disease etc which affect mango production.

All I am saying is just tax the obvious and ignore the "mere potentials". It will be better than 0.00

But the Taxman cannot decide who is "obvious" and who is "mere potential". He is required to obey the Rule Book/ Law. The Central Board of Direct Taxes or Finance Ministry should make such rules or issue such explanations so that the Tax man can pinpoint the "obvious" as Law should be same for everybody. Making such rules or issuing such explanations is a very difficult part. Just understand what our constitution says. "No matter how many criminals are spared a innocent person should not face harassment" There are always loopholes in the law. Big guys hire big consultants to find these loopholes so that they can escape the law. But what about the Small/ poor guys?

Another issue is political will. Rich farmers have strong political contacts. India is a Agricultural Country. Many present day politicians have come from farmer familes. Will they allow the government to tax the farmers?
