Correction:
Some of high dividend paying companies are PSUs. Many of them come from infra/energy verticals. BPCL, Indian Oil, REC, PFC, Coal India, ONGC…
OTOH, Vedanta and Hind Zinc are private companies and they pay incredible dividends, but they also belong to infra/energy sectors.
There is no rule about anything when it comes to stock markets
