Feeling free to ask two most basic questions

Insider buy sell: Sometimes we see a similar quantity sold and a same quantity bought also. For example GMM Pfaudler promoters bought 5 lakh shares today and also sold the same quantity. What could be the explanation? Is it some kind of transfer within the shareholders?

Share buy back mechanism.
The price of share is supposed to go up after the buyback is announced? Or is it not? Whats the way market sees a buyback?
Tanla, Zydus and Paytm buybacks didn’t make the price rise…they fell even more…
Apologies for asking basic stuff. If not for this thread, i would not know so many things at all.
