It seems I was mistaken earlier – GoI was recently considering the imposition of anti-dumping duty on caustic soda but it seems that it finally decided not to impose it. This seems to have happened earlier also wherein GoI initiated investigations for the imposition of such a duty but decided against it.

So overall it seems that the Indian chlor-alkali industry is sufficiently cost-competitive to be profitable without needing anti-dumping duties to survive.
