As you have said GE shipping is mostly into tankers and LPG carriers and dry bulk. So when the containerized index was touching multi year highs there was very little effect on the GE shipping. It started to move only after Russia Ukraine crisis. But baltic dry index is on a continuous decline which may be impacting dry bulk rates. Also it needs to be seen as to when these proposals will be implemented.
