Another problem that is emerging is that states are not signing 25-year PPAs with SECI.
Also, all the points you mentioned are just very hard to get implemented on the ground.
Imagine a 300 Km transmission line.
Even if 300m of land / ROW get stucks, the entire project could easily get delayed by 24 months.
It is just damn tough to implement infrastructure projects.
