MNRE does release tenders but these are more subsidy amounts towards solar rooftop and pumps. The amounts raised are much larger than the subsidy programs. There are PSUs like NTPC NHPC or SJVN or SECI which directly do tendering and install large green power plants, I think NTPC also is in also process of raising green bonds.
