The Congress has alleged a “conspiracy” to end reservations for SCs, STs, and OBCs in higher education institutions, citing draft guidelines from the University Grants Commission (UGC). The UGC’s guidelines suggest that if enough candidates from these categories are not available, a reserved vacancy may be declared unreserved and filled as an unreserved vacancy.
