Thanks for posting this. I had a quick look at these 66 pages and found this to be the most important part
Is this the only penalty for these folks? If yes, that would be cruel and mockery of justice 
could not fail to notice the difference in the way numbers are presented in this table vs the tables showing amount embezzled.
And this is supposed to be a deterrent per this order!
