The Congress has appointed Charanjit Singh Channi and Mukesh Agnihotri as senior observers for the Jammu and Kashmir assembly elections. Channi is a former Punjab chief minister, while Agnihotri is the Deputy Chief Minister of Himachal Pradesh. The party has also released its manifesto, promising welfare measures for farmers, women, and youth, along with a commitment to restore statehood to Jammu and Kashmir.
