Moreover the steel sector as a whole not just in India, but across the world is going through a depression. China's slowdown has hit heavily on the steel sector across the world and there is a surplus supply at this moment of time. However, the government yesterday did increase the import duty on steel to stop chinese companies dumping steel here. This would be marginally positive for steel makers in India. However if you are willing to buy Tata Steel you would have to keep a really long horizon and must have patience with stock because the sector as a whole is going through difficulties.
